Usually, with conditions. Liquid paint is not allowed in a container anywhere — it is a liquid, and oil-based paint is a hazardous waste. Fully dried latex paint in an open can is a different material and is commonly accepted, because what is left is solid pigment. This one is federal, so it is the same answer in all fifty states.

What the rule actually says

To dry latex paint, leave the lid off, or stir in cat litter or a paint hardener until it will not run. Oil-based paint, thinner, stripper and stain never become acceptable — those go to household hazardous waste collection regardless of how dry they look.
