Definition

The public land a street, sidewalk and verge sit on. Placing a container on it generally needs a permit; your own driveway generally does not.

What else to know about right-of-way

The right-of-way often extends several feet past the curb onto what looks like your lawn. That strip is the reason a container "on the grass by the street" can still need a permit.
